primer punch rocker arm guide screw?

During the course of cleaning my latest Universal, I encountered a fastener whose function eluded me. On the bottom of the base, adjacent to one end of the primer punch rocker arm (45) is a very small machine screw with an oversize washer.  This edge of this washer is in close proximity of the rocker arm, but the screw/washer appears to serve no purpose. And despite my subject, no, I don't really think this is a "guide" of any kind, nor is there any wear to indicate so.

Would anyone care to enlighten me regarding what purpose this serves?

It restricts the Primer Punch Rocker Arm from Falling below the bottom of the base..... ::)

I'm going to update what I stated about that Screw & Washer,,,After deep thought I concluded that it keeps the
PRIMER PUNCH from dropping down below the bottom of the Steel Floor Base..???

Slotted Fillister = 6-32 x 6/32"
WASHER:
Diameter = .375 OD
Screw Hole = .136"
Thickness = .038 varies
