I think it is an indexing system.   I have seen a couple of these now, both on Phelps machines.  The first time I saw one I thought it was a one of a kind custom deal.  Now I am not so sure.  Perhaps some inventor found there was a small market for these things.  Looks a little on the Rube Goldberg side, but maybe it works ok.

I seem to recall hearing that Phelps offered there own indexer.   I don't know if the one on eBay is a Phelps indexer, but I agree with Joatmon that all I have seen like this have been on Phelps machines.

I received a Phelps from my mentor, it had one of those Indexers as shone on f-bay....
Anybody have instructions/pictures of it....???
He thought he purchased all that at Camp Perry.....
