That was a commercial product. It has been way to long for me to remember anything about it but I remember seeing something like that decades ago.
I've been thinking about that. I'm pretty sure that that is a Phelps indexer.

At my age the memory is faulty but I don't remember one looking like that and I did have, I think, a Brewster indexer.

Back when I knew him his main business was making rear for clarinets, I think. I bought one of his pistol machines. If memory serves, and at my age it doesn't always, the rifle units had a manual powder measure.

You could order a tool head from Star that used regular dies. If I remember correctly some minor adjustments had to be made to one of the dies but such tool heads were available as a special order.

Star made a straightline, of course, but that was much earlier.
The Star rifle machine was similar in appearance to their normal machines.
Some years ago I gave all my pictures of old reloading machines to Ken Nealy at Antique Reloading Association. You might be able to get a copy from him.

According to Elord Mott they produced the rifle machine at the Army's insistence. I don't think, however, that that machine was in 223. The 223 rifle/pistol machine came MUCH later.

I've been totally mesmerized by the Star reloading machines. I've watched the Star videos on youtube dozens of times and I've been reading a lot of threads here. I don't have a Star yet, but I'm on the hunt...I have a question about the Brewster indexers. Not really sure I want one when I eventually get a Star, but I would be interested to know what time frame they came on the market and if they had any relationship with Star Machine Works. Was there any optional equipment available from Star for their machines? I appreciate your input.

Brewster got in trouble because of their primer turret. As I recall it had ten tubes each of quick held 100 primers. Detonations were a problem, particularly because there was no primer shield. I seem to recall that this turret was placed on top of the Star primer tube but I'm no longer certain about that. I had one of these. After reading about a couple of the explosions I stopped using it.
Star seriously discouraged used of the Brewster indexer. Wear. I had one of these as well. It was a very bad idea.
Brewster was only around for a couple of years, in the 70's I think.

It is amazing to me how long it sometimes takes me to think of the obvious.
When you unpack the Star stuff that you have just bought it would be interesting to know if you find any of their prototype machines. From the ones I've seen pictures of they would look pretty much like a basic star but altered in some pretty obvious ways. If you do find any, I hope you'll post pictures.
Also I can not help to wonder if you will find any of the straightlines. I think that they made about 20. Three are known, maybe four. Again pictures would be nice.
And Star also made a bench mounted bullet casting machine with, I think, 100 cavities. I'd love to know how that worked and I hope you find one of them as well.
