How many rounds per hour say 38 special can a Star progessive and universal put out in an hour roughly. Assume no case or bullet feeder.

A Star without a case feeder is like a 1911 without a magazine. You can still use it, but it kind of misses the whole point. With a case feeder, 300-500 rounds per hour would be typical depending on the individual. I'm in the middle of that range. Without a case feeder.....who knows, never tried it.

I posted a response to this elsewhere on this forum, but more than Happy to comment again.
I do not use a casefeeder, indexer, round ejector or bullet feeder. Nor do I have the safety cam installed.
I find I load about 300 per hour taking my time, but at a consistent pace. That is with a cup of coffee, or glass of iced tea nearby.
I have done 500 per hour, but not a pace I am Happy with, as quality is more important than quantity.
I have found it better in the 300 round an hour range. One oops! trying to increase production, and there is all the time lost in clearing the problem, cleaning up the powder, etc., etc..

I load 1000 rounds per hour easily with no issues with all of the MA systems attachments that make the Star fully progressive. It's fun to see it work fully automated. I do not deprime on this machine to keep it as clean as possible and it looks like new even with hundreds of thousands of rounds thru it.

hummmmmm I will have to think about that a star with out a case feeder is like a 1911 without a mag.
