Where can I find something for a .38 special? Where can I buy a tube or make something that will work.

As far as I know, Hulme only supplied one size tube. I have used that those tubes to load everything from 32 ACP to 45 Long Colt. Of course you need the appropriate top plate on your Hulme for the various calibers.
I have never found an exact replacement for the Hulme tubes, but McMaster Carr has plastic tubes that should work. http://www.mcmaster.com/
Search for product 9245K25 . Its a clear polyester tube with and inside diameter of 1/2" and an outside diameter of 5/8" They have many other products as well , but that is the closest I have found to the original Hulme tubes.

Look in your Yellow Pages for a Plastic Supply Co.
In Shreveport there's a Co. called Regal Plastics, I bought Feeder tubes and a plastic cylinder for my powder measure......... :D ::)

A while back rbwillnj gave me the same tip regarding the McMaster source.
I ordered a length and it works really REALLY well.
The walls are a bit thicker.
The material is stronger and does not seem to discolor or scratch like the original tubes.
I think you will be happy with that McMaster sourced tube material.
One thing to note however, the McMaster tube is just a bit too tight for .44 Magnum and .44 Special cases.
45 ACP will pass thru.
Also if you have an old Freeloader funnel, you may have to build up the outside diameter with some
electric tape to stop excessive wobble and provide a good fit.
