Does any one have instruction how to set up a phelps indexer?

So far as I know, Phelps never made an indexer. However, there was one type of indexer that could be used on a Phelps, so I'm guessing that's what you have. I believe the manufacturer might have been Capital as I have some correspondence from Phelps that recommends that indexer.
The one that I'm speaking of has a couple of wheels and a braided wire cable. It mounts on the back of the machine using the threaded hole in powder slide cam and the safety cam standard. I have several of them that I'm not using.

Bruce, you said you had some wire cable indexers, that were used on Phelps, would it work on one of my universal machines, George.

The ones that I have all came in on Phelps reloaders and I have never tried them on a Star. I don't know why they wouldn't work on a Star, but I can't say for sure. I have a couple Brewsters too.
We can talk about it more when I get back from vacation.

George, I have an M-A Indexer with instructions and pictures
of it set up. It uses the Universal Angle lever Cam's screw to attach
it to the Star Universal. Then about four inches away from the base
you have a small post that is secured by two screws, When the toolhead
goes back to the top a hook pulls the case to the next position to wait

Disreguard previous message as that was the operation of the Moon
indexer, I do have instructions and pictures of how the M-A Indexer
works.
