It is a universal as it has the shell retaining straps. Looks like all parts are present. Ask if the case feeder tubes are present and if there are primer pickup tubes. If not there are after market sources for those items. There is rust.
I would grade in fair to good, but needing a good cleaning.

Important to know if it works and functions, as well as what caliber it is.

Look at some of the prices/sales info under my posts in values and prices on this forum.

I do not have my machines grounded. Given the fact the powder is encased in the powder tube, and no direct electrial contact I see no need for this, nor do I use any electrical accessories on my machine.  If you use electrical powered accessories, similar to the Dillon case collater, etc., these should already be grounded through a three prong plug.
I do use a radio in the area, as well as have other electric items in proximity, but not attached to the machine. Given the fact the powder is encased in the powder tube, does not  emit explosive vapors like fluids, etc., and there is no direct electrial contact, I see no need for this.

You make some very good points.
I agree that some of the benefit will aid in safety when the operator may not.

I definitely agree with the possible wear and damage to the constant removal of the powder screws.
 
I have always removed the head, emptied the powder tube and then worked the slide a few times for the remainder. It does take a little effort, but it works, and does not require removal of the assembly. A benefit of having each Head with a powder tube, etc.

I may have to consider a shutoff or two in the future. I added another head and do not have a powder tube, which will require switching between the heads. Will keep you in mind.

For adjustable powder bars you can contact Rich Daniels on this site as Barrel tester.

You will have to search and look. I do not recall where I read them, but there are some posts on this site about tube sources. Maybe an e-mail to RBWillNJ on this site. He may know without looking. Bruce is a wealth of knowledge.

Have only loaded 148 grain wadcutter w/2.7 Bullseye powder on the Star to date, for NRA 2700 matches.
Am going to begin loading 158 SWC. also with Bullseye powder. Have a few differant loads I made on the Dillon, but not yet had time to shoot and chronograph, and check for sight change.

Plan on using for NRA Distinguished Revolver in a 6 inch barrel.
Wondering what others on this forum have loaded on the Star and have been happy with both in terms of performance and accuracy.
