Not doing anything wrong. Unlike the Dillon which does not drop powder except when a case is present, the Star will drop anytime you activate the head.

Easy way to eliminate this is to have an empty case on hand that you can insert and manually rotate with the plate so when you begin actual reloading, the powder will drop into it. When you remove it empty the power back in the tube.
If you use a primed case you can just load it. 

If you use just brass, use a nickel case and that will be the reminder. Just leave the spent primer in it t prevent leaking powder.

You can also just hold a case or small scale powder plate under it to collect the powder and then dump it back.

I have seen a few of these including some for sale at recent gun shows.  Most Star owners I know of customized their reloading bench in lieu of using a separate base, but it was a popular accessory for a while.

I have one of the bars that works and is of excellant quality.

Most of the other parts are required for small primers are somewhat more readily available. For tubes and some primer parts, send a note to Bruce WIlliams (RBWillNJ) on this site.

They should be fully interchangable, as the screw holes, etc. are in the same locations.  The primary differance is in slide height, which will require the approriate length screws.

Between my father buying the Star (circa 1966) and myself, we have conservatively loaded over 500,000 rounds in .45, .38, and I recently added 9mm and .45LC. to the mix.  Never felt the need for an Indexor or case feeder, as production and speed was more than sufficient. No wear to speak of on base, and press is still going strong.

You also will not need a larger powder slide. Just a differant bar. 3.5 or 3.6 if you load 200swc.
