can someone give me the dimensions for a charge bar?, thickness, width and length, are they all 5/16ths thick? thanks jerry

I'm not familiar with the term charge bar? Do you mean powder slide?

Powder slides vary in thickness by "O", "OO", "OOO" and "OOOO" size.
Bruce Williams (RBWILLNJ) has them in stock and can provide measurements for each type.

The Nominal measurements for Star powder slides is as follows:
All powder slides have a nominal width of 5/8" and a nominal length of 4 1/2"
"0" Powder Slides are 1/4" thick
"00" Powder Slides are 5/16" thick
1/2" Powder Slides are 1/2" thick
5/8" Powder Slides are 5/8" thick
Star never used the terms 000 and 0000 so far as I have seen. Those are terms that Rich Daniels used for the 1/2" and 5/8" powder slides respectively.
The very earliest Star reloaders used a powder slide that was smaller than a "0" powder slide.

Do Star Universals set up to load .223/5.56MM use an even thicker bar? Maybe custom built. Say. 3/4" or 1" to handle the small rifle powder charge.

The Dillon SuperStar conversion kit for loading .223 on a Star Universal included a 5/8" adjustable powder slide. I have a Super Star Kit and have used it to drop 22-25 grain charges for .223.
Star Rifle and Star .223 Pistol machines have a totally different powder charging system.

Where do the parts above the charge bars in pic #2 fit on the machines?

They fit as shown in the third picture, but the rifle machine and 223 pistol machine use a Rifle tool head which differs in several ways from a standard tool head.
