I have found some differences in base plugs, particularly in the degree of taper.
If you have more than one, try mating it to the machine.

It does seem a little unusual in the shellplate being inconsistent. That is not Star like at all!

You stated pull down on the press?
If the handle is in the down position, the shellplate cannot move, and should not mover.
You have to manually move it (index it) to the next station when the handle is in the up posit on.

If it does not mover their either, it is possible the column shaft nut (THRUST NUT) is too tight.

Yes it can. May bind on the rim, causing tightness.

My shoulder is a little exposed. As Bruce notes sometimes it is for feeding, and it does seem to help that by limiting the case catching on the barrel hood, but also sometimes for tighter chambering.  Mine almost nearly/barely/touches the rifling, reducing that little bit of excess jump or free play of the bullet when it fires and leaves the case for the x-ring!

Did Star sell some original machines with a socket head screw?

My machine (originally my fathers) was purchased new in mid 1960s and had a regular screw for flat blade screwdriver. He picked up a second machine in the mid 1980s that was made in early to mid 1970s from an original owner and friend who was retiring. The original owner only had one head (45acp) and never changed it or shellplate. It had a socket head screw. There are no signs of the socket screw head being modified and it shares the same outer dimensions of the regular screw. Also same dark blue/black color, no visible machine marks.

What do you think?

IPSC classified shooters into competition groups by power factor. At most matches this was done by firing at a steel plate on a pivot, and measuring the arc of movement. How far it moved, placed a shooter into major or minor category for competition.
For the most part 45s were major caliber, as were .357 for revolver shooters, while almost all 9mm loads and .38 were minor caliber.
Minor caliber allowed shooters to fire a course faster and therefore perceived at shooting at an advantage due to less recoil and quicker time back on target.
The 356TSW was introduced as a way to make the "9mm" a major caliber.
As noted, it did not really catch on.
