If you still have the packing paper ( usually local newspaper ) you would know the approximate age . I have one that was made in the 80's but it is still new in the box.

The "0" ( 1/4" )was the origional in the Progressive. The "00" ( 5/16" )came along with the Universal to allow for larger charges for larger cases. You can use a 1/2" in an Universal if you have a set of shims or a 1/2" lower for your powder charger. Also Star made a 5/8" charger base that will throw even larger charges ( 20+ grains of 2400 and others.

That is a very good point. Sometime ago I bought a Star 45 head that had a much less that desirable sizing die ( appeared that the body was very similar to a Lifetime carbide die but is was not a carbide die ) As I have a couple spare Lifetime carbide dies I bought it . The price was very, very good.

Pictures might help. I do not think that I have ever seen a Star Universal tool with a rotating top.

The tubing used ( Excelon ) was clear PVC TUBE stock, so it was possible that anyone with access to the tubing could have made it.

Maybe you could fabricate a flat spring finger on the inside of the base rim with a bump on it to push the case in.
